However, if you want to use Neural Filters, then don't block that file and simply add the following to your Hosts file: Thank You Very Muck!!!
You can't use any Neural Filter in this version without signing in. Load an image and click on Neural Filters under the Filters menu. I found these posted on another site by DesertFox. On your image 2, simply click on the Download button. However, even after you download some of them, it may not work. Adobe sometimes turns them off if they aren't working properly.
